Policy Assertion Namespace Change in WCF

Issues arise with WCF RC1 policy assertion namespace URI to declare the usage of Member Submission WS-Addressing. The namespace was changed from:

http://schemas.xmlsoap.org/ws/2004/09/policy/addressing
to
http://schemas.xmlsoap.org/ws/2004/08/addressing/policy

Fixes are in the works. And workarounds until then.
